I agree with Jason. GL tracing hundreds of bills across the city not to mention the people who leave the damn state or go to other cities to spend it.

Second of all: only dumbasses will be convinced that they will be tracked down and hunted for using that money. Therefore, I say about 90% of them will turn it in.
