This is 100% correct. I lived in Russia for 2 years and they drive like maniacs. Some times there won’t be any lines in the road at all and you will have 7 lanes of traffic from one way and 2 from the other. If you want to go around someone, you just go. Very few wrecks though.
Less laws mean you really have to watch out for yourself.
People don’t want to have to deal with police when they have to be bribed to do their job.
This driving style is the same in many parts of the world.
Certainly no different from the Philippines. Except there are more accidents I’m guessing than in Russia, surprisingly few though for the volume of vehicles on the road.

Yeah, i’m a “proud” russian and as time passes you get used to it :/ And since the policemen only work for bribes people don’t get really get more responsible or law obedient. Sadly.
