That is possible but the kids would obviously be in the back hidden form view by the tinted glass. Also, how would she get this video if it wasn’t true. Unlike fiction, the source of this ‘tazing downpour’ is from real life incidents making not just local news, but being posted all across the internet–because they’re so controversial in reason for action.
And, honestly, to go back to your risk argument: the risk is just as high of being shot by a driver still seated. How far are you willing to go to avoid danger? The whole point of even doing the traffic stop instead of just mailing a ticket is to make sure there’s not something more serious happening like if the car’s stolen or the driver’s intoxicated or worse. Even if an officer could sedate the driver before beginning questioning, there’s insurmountable risk of being shot just on the walk over. The reason I mentioned honour before is because my friend/neighbor is a cop and, based on his testimony and that of the friends he has over, I would argue that few police officers would be amenable to such a blow to their dignity.
